The City of Saskatoon is requesting qualifications for consultant services for the preparation of a Master Plan for the North Downtown. The ideal team will fully address the complexities of this challenging site and create a viable and robust Master Plan, the purpose of which is to create a framework that will guide civic and private development and set the groundwork for land development and marketing the neighbourhood. As with other City of Saskatoon Land Development projects, the plan will include a land-use and neighbourhood layout, character and identity introduction, architectural controls, market analysis, and a phased implementation strategy with cost estimates.
The North Downtown Master Plan will create a vision for an integrated community which is compact, diverse and walkable on an underutilized site in the north end of Saskatoon’s downtown. Additionally, the North Downtown Master Plan will create a new neighbourhood which is ecologically sustainable as well as a vibrant and liveable place – a demonstration project for a bold new direction in the Saskatoon’s planning, policy and urban development.
In order to address the technical requirements, possible consultants may include representatives with expertise in Community and Land-Use Planning, Land Development, Real Estate, Architecture, Landscape Architecture, Transportation Planning, Electrical Engineering, Civil Engineering and Marketing. Shortlisted teams must be able and prepared to respond to all Master Plan elements.
The “Stage One: Qualifications” submissions will be accepted until 12:00 noon on Thursday, August 9, 2012. Sealed qualifications submissions must be plainly marked with “Request for Qualifications: North Downtown Master Plan, Saskatoon” on the outside of the mailing envelope.
