Kasian to design the largest RCMP Divisonal Headquarters in Canada

Kasian Architecture Interior Design and Planning Ltd. will design the new Royal Canadian Mounted Police E Division Headquarters in Surrey, British Columbia. This integrated, purpose-built complex will provide consolidated office and support space for 2,700 police personnel, currently housed in 25 separate locations throughout the BC Lower Mainland. The new 76,162-square-metre facility will enhance the RCMP’s ability to provide integrated, intelligence-based policing, and will improve overall communications and response times. This building is the largest federal accommodation project in the Pacific Region for Public Works and Government Services Canada (PWGSC).


This landmark project is a public-private partnership (P3) between the Government of Canada and Green Timbers Accommodation Partners, a consortium formed by Bouygues Bâtiment International, HSBC Infrastructure, and ETDE FM Canada. Kasian was appointed by the Design and Build Joint Venture between Bouygues Building Canada and Bird Design-Build to lead the design of the facility. ETDE Facility Management Canada will provide all management services. A fixed price of $966 million has been agreed upon to design, build, finance and maintain the new headquarters for a term ending 25 years after construction.


Located on a 14-hectare site in the historic Green Timbers Urban Forest, this state-of-the-art headquarters is being built to LEED Gold specifications. The site plan permits a 30 percent expansion of all buildings to accommodate any future growth of RCMP operations and the project will meet current safety and security standards. Stringent efforts by the design team will ensure that the spectacular natural forest setting is carefully preserved. Kasian Principal Michael McDonald will oversee the design for the new headquarters, and states: “This Modernist, clean and dignified facility will capture the stability and legacy of a distinctly Canadian institution, incorporating a careful balance between the natural beauty of the Green Timbers site with the need to create a highly functional, flexible and secure police environment. Our aim is to create an open and welcoming space that the personnel of RCMP E Division will be proud to call home.”  


Full building construction on the RCMP E Division Headquarters will begin in July 2010, and the estimated date of completion for the project is December 2012.
