Request for Proposals for the City of Saskatoon’s Public Space, Activity + Urban Form Strategic Framework

The City of Saskatoon is seeking consultant services for the preparation of a Public Space, Activity + Urban Form Strategic Framework that will constitute Phase 1 of its four-phased City Centre Plan. Proposals are to be received no later than 3:00pm on Monday, March 29, 2010.

 

The objective of this Strategic Framework is to provide a foundation of data to quantify and qualify the public space and pedestrian conditions found within Saskatoon’s urban centre. The baseline material and analysis will be used for future studies to provide a benchmark to evaluate core area actions and to measure the success of projects, programs and policies. Analysis and synthesis of this data will lead to a vision statement for the future phases of the City Centre Plan, including Phase 3 – Civic Plaza Area Master Plan and the overall downtown development and policy plan making up Phase 4 – the City Centre Plan.

 

In order to implement the Strategic Framework, the project has been broken down into two contracts, identified as Part A and Part B. Part A involves research and data collection services. The City of Saskatoon has accepted a proposal from the University of Saskatchewan Regional and Urban Planning Department to carry out this data collection “on the ground.” The data will be collected in June/July and in November/December of this year.

 

Part B of the Strategic Framework, which is covered in this RFP, focuses on the analysis, representation and presentation of the data collection. This work includes:

 

* working in partnership with to contribute to the design of the baseline data-gathering process (Part A) with the University of Saskatchewan

* data representation – maps, graphics, images, text, verbal presentations

* data analysis to determine activity levels, street life, user satisfaction, comfort and the propensity for pedestrian attraction and movement

* review of Saskatoon’s historic policies and plans

* summary or relevant historic and contemporary case studies

* vision statement for Phases 3 & 4 of the City Centre project

* recommendations for the next phases of work

An information meeting takes place from 9:00 am to 10:30am on March 18, 2010 at 201 3rd Avenue North in Saskatoon. This session allows any potential consultants to meet with the team and to ask questions. Representatives from the University will be in attendance as well. Anyone who is unfamiliar to the city can take a short tour of the study area, if desired. If you plan to attend the meeting, please RSVP to Jeanna South.
